Will an mpi in tank pump run a 45 weber for a 1380 rally prep engine?

You would need a metro turbo fuel reg and fuel return too, the mpi tank(pump) can make 60psi+

Realistically change the pump to a 3-4 psi pump

way way too much pressure. so Not really but you could with a suitable regulator and return fuel set up but i would not want so much high pressure fuel about.

Iv got a fuel pressure regulator but I think the pump might be braking down as the car won’t rev over 6k under load it’s slowly been getting worse. Iv got the Rev limiter set at 7200 but won’t get there anymore. It’s like I’m hitting the limiter at 6k

I’m going to put a fuel pressure gauge in and check it. Iv also read that you don’t have a return to tank with a carb so Iv also bought a carb tank that I’ll fit soon and probably get a facet red top pump with a filter King regulator.

All you will need is a normal Facet 'square' pump. That will supply all the petrol your engine will need.

I use the good old Mitsuba pump with the 45DCOE. Facet red top should be okay also as the German Hardi-pump which regulates itself as the Mitsuba does.
