I have a 1.3i Spi '93 and get around 20 kms to the liter so on a regular fill up - about 20 - 25 litres I can easily do a 300km trip.
15Mpg !

I can remember the days when a white flash on the roof, a chrome rocker cover and 'Go Faster' chequered tape on the bonnet was claimed to not only increased the power, but improve the MPG as well.
Oh happy days !!

Is the air filter very dirty?
That could be a good shout, the plugs are obviously damp with fuel

Is the air filter very dirty?
its a cone one from a stage one kit fitted by previous owner last summer- would it have got too dirty in a few thousand miles ? .
Have adusted the mixture screw ( then the idle afterwards ) will check plugs again next weekend

Firstly I would ditch the cone filter and fit a proper air box as cone filters are a nightmare for fueling giving huge flat spots that are got around by enriching the mixture which in turn gives lumpy idle and hideous fuel consumption and even misfires due to plug fouling. not to mention it wears the engine out much faster.
A standard airbox is quiet and is more than good enough for twice the airflow you need.
Other forum members that have a stage 1 kit with a proper air box will be able to give you a good starting point for which needle to use.
The needle you have now should be the one that is supplied with a stage 1 kit using a cone filter but its worth a check if you want to keep going down that road.
It may be a standard needle dropped right down so as not to have flat spots but the low to mid range portion is way too rich.
The other thing to check is the vacuum unit as it may have failed. The vacuum advance saves fuel and if its not working consumption goes up. If the diaphragm has split or the pipe/fittings the mixture may have been enriched to improve the tickover costing even more fuel .
The only way to really get it right is a session on a mini friendly rolling road and at 15 mpg it wont take long to get your money back.

Not normally in a few thousand miles but it is possible.

I had a cone filter years ago on a 998 and must have got lucky as it ran beautifully with no flat spots, a very smooth idle and a consistent 40mpg.
I agree with the rolling road recommendation though, the 998 I just mentioned only did 30mpg before Peter Baldwin supertuned it.

up to 21 mpg now.... but still idles a little fast when warmed up, so will fiddle a bit more. All the driving since last fill up has been around town at seldom more than 30 mph

As you are in Somerset you can't be too far from Slark rolling road just near Bristol airport. Neil will easily sort out your car and get it running properly!
sounds like a plan- …..i'll google them... can't be more than 10 miles away !
