To be fair to the lab he's one of the least offence YT douchebags out there and you can'y blame him for trying his luck. Maybe 1 of his 6.5K subscribers has deep enough pockets to not too many questions. Its the right colour and has diamond stick interior, what more do you want?
Personally I can't stand those headlights so won't be making him an offer.

It's his call to ask for as much as he'd like. He talked about it a few days ago on his Instagram and the reason for selling. It's clear that he'd try higher first.
As stated above, he's a genuine person trying to do the community good with his videos and it is what got me into restoring my mini. It's fine to disagree with someone but mockery isn't welcome.

I think it very likely is. There are less specific offences, such as driving without due care and I think the actual regulation anticipates the potential difficulty in "what constitutes a mobile phone?"
You are right that radios as found in Taxis and, of course, police cars are legal, but they aren't self contained hand held units - walkie talkies and mobile phones are.
