Is it a 998?.If so servo was optional not standard.(never fitted to my 89 Mayfair).
All my reference material says a servo was fitted as standard from Oct 1988.
Were you the first owner of the Mayfair? ....Either it sat on a garage forecourt for some time before registration (not unheard of in the late 80s) or someones mucked about with it.
In early 89 they started fitting unleaded engines painted yucky yellow (not Rovers official name for it!) so if yours is a late registered 88 it will have the earlier black unleaded cylinder head.
If it's been mucked about with you should be OK as long as it's got a wheel on each corner & a seat where your buttocks go when you're driving it
I spoke with my MoT tester and he said that whether or not a servo is fitted is immaterial. What the braking system MUST do is to meet the braking force requirements as shown on their rollers.
But that is just one tester's interpretation.
In the old days they used common sense to interpret confusing or conflicting regulations & had a bit of wriggle room in order to follow the spirit of the law.
Now they have to follow the letter of the law & are jumped on from a great height if they deviate from it -there are 2 MOT guys near me that have given up & chucked it in.
....so next time anyone bumps into a MOT tester present him/her with a iced bun & a cup of tea (most of them don't bite & very few if any have rabies).
