I bought a Mini some years ago.

The DVLA made an error about the previous owners address and it never got put on a SORN.

Do the DVLA stop requiring cars to be "sorned" after a while ?

Ring up the DVLA and explain the problem, they are usually understanding.

If the car hasn’t been mot’d or on the road for a long time then the sorn can not be applied...

No .. I bought a mini from a friend, it hadn't been on the road or SORNd since 1980 .. I rang up the DVLA and asked if it was safe to buy .. no problem, there's a cut off date. It's now mine and SORNd
