Mr Kahn has dodged a bullet in the respect that the pandemic and it’s effect on public transport usage has hidden the fact that his election winning TFL fare freeze has had a detrimental influence on Its finances, which were running a large deficit already due to increasing operating costs and stagnant or reduced revenues. So I’ve heard anyway. 

 

Still the motorist will pay, as usual.

It's going to happen whoever is in! It's the future (unfortunately). Big cities the world over need to do something about the huge amount of vehicles spewing out fumes, shedding fine rubber particles from tyres etc. I don't want it either, but it is the future.

Has anyone come up with a conclusive answer to the question "Can late model minis obtain a ULEZ exemption"?

 

I have a 1999 Cooper MPI and have resigned myself to selling it in the summer as I use it for commuting in London every day and won't be able to justify the charge.

 

Seems crazy to think that I could swap it for a 1970s model with carbs and no catalyst and be able to use that one free of charge!

An emissions certificate is created by the manufacturer of each model of car produced since 2005.

Euro standards appeared in 1992, setting limits for NOx (nitrogen oxides) and PM (particulate matter) from engines.

A car has to conform to Euro 4(NOx) standards and became mandatory for all new cars in 2005.

I believe (but don't quote me) that an individual car can be made exempt by its registration plate as long as it passes an emissions text at a specialist testing centre. Think there is one mentioned earlier in this thread, but it obvs costs and you are not guaranteed a pass (obvs).

Funnily there is such a test centre that's for motorcycles to get them exempt at https://www.national...stestcentre.com
....it's a shame nobody has set one up for car owners in London to do the same as I'd also be booking my car in for one!

Earlier in the thread, there was discussion about getting a certificate of conformity from MGRover/BMW/whoever holds the records, so I was wondering if that had been pursued.  Looks like there's no way round it as the deadline is fast approaching.  Hopefully there'll be some bargains for non-London resident Mini fans, who'll be able to take our cars off our hands....

 

However, I have just checked the TfL website, and it seems to confirm that any private vehicle over 40 years old is exempt from the charge:

 

Historic vehicles

You can apply to stop paying vehicle tax if your vehicle was built more than 40 years ago. This date moves forward on a 40-year rolling system. For example, when the ULEZ launched in April 2019, vehicles built before 1979 were eligible to apply for historic vehicle tax class.

All vehicles that have a historic vehicle tax class will be exempt from the ULEZ. This tax class excludes any vehicle used commercially (for example, coffee vans or street food vans).

In line with the existing LEZ discount all vehicles constructed before 1 January 1973 will be exempt from the ULEZ, regardless of commercial use or otherwise.

Alternatively you can sit on it and await it to turn 40...think that's what I'll end up doing....just another 10years for me, but they will have moved the goal posts by then!!!

Ironically it's because of lockdown that I am using the mini- currently staying in London as it's closer to where I work but reduced public transport means I'm using the mini every day.  I've left my other car (Volvo V70) in Wycombe as it's impossible to park in the metropolis!
