I presume this is a headlight leveller ?
Doesn’t seem to do much ?

Yes.

It will lower the beam if its all working. Used when loaded or towing to prevent beam blinding other road users

IIRC it's checked as part of the MOT, but if the tester cannot decern if it's working or not they are to give you the benefit of the doubt.  Unless the beam aim is miles off.

 

So essentially as long as the headlight aim is correct it doesn't really matter if it actually works.

Check your earthing point behind the coolant expansion tank. Common issue for the leveller system.

check the wiring to the lamp bowl
