Checked the wire to the relay (with the ignition on I have power to the green&white and green&orange and purple but no power coming for the green&black .
With the ignition off I have power to the purple wire only .
I've put a live wire to the fan its self and it powers up fine .

I'm assuming you mean the standard extra fan under the wheel arch. I had a similar problem with mine not cutting in when up to temperature. Can you hear the relay click when you bridge the two wires that connect to the temperature sensor on the bottom of the radiator? If so try cleaning all the connections to the fan. I managed to fix mine by doing just that.

It is the sensor in the radiator which cost peanuts.

To be honest I have diverted mine to a switch within the car - more for peace of mind (never got above half way as of yet mind

Start the car up from cold gauge moves slightly after 10 mins or so gauge still doesn't move much and engine gets hot . Still no fan kick in but not sure in the engine temp so chicken out and turn it off .
Its had a new temperature sensor and new thermostat .
Very confusing. Mot tomorrow so I'll have to leave cross the wires so the fans on constantly just incase.

The temperature must be very high before the electric fan starts. If you clock indicates low temperature than you should control and maybe change the COOLING TEMPERATURE SENSOR (CTM). This one is located in the manifold and you can see him from below. This sensor signals the cooling water temperature to the ECU and from there you get the signal to the clock.
I had that problem and solved it by renewing the CTS.

Just to be clear (and sorry if this was stated already) the auxiliary fan in the wing is NOT controlled by the ECU at all. It is controlled by the sensor at the bottom of the rad. The ECU does however get an engine temp reading from the sensor in the intake manifold. These two things (temp sensors/gauge and aux fan switch) are independent of each other. This is not to say that both are not operating correctly, because they sound like they in your case. This is to say that one does not effect the other.
The temp gauge in the clocks not reading correctly is common and typically sorted by replacing the sensor, located in the underside of the intake manifold. Its a pain to get to but worth getting in it sorted. Although it can be done from under the car with lots of extensions and swearing, I suggest you remove the intake manifold as it gives you the opportunity to clean out the coolant lines within. Sometimes, the sensor is perfectly fine but buildup/crud from the cooling system has built up around it. Worth taking a real good look inside and flushing them out while you are doing the job.
As for the Aux fan, clearly the fan works and with sensor that controls it renewed, you have an issue down the line a bit. My brothers 95s fan didnt work. Turned out to be a broken terminal on the relay. NEVER would have found it as it looked like it was still attached. Luck really. You could alway check the system by sticking the sensors (while still wired in) in some boiling water and seeing if the fans kick on. I would hope that a new sensor is working but you never can tell these days on new parts. Next, start testing each wire for continuity from start to finish to make sure there are no breaks anywhere.
