Simple really, any one know what year they were introduced to the Mini?

1995 is when they all had to have them, basically if the car is spi or MPI it needs a cat

My '91 carb Cooper originally had one

Has to have one if originally fitted.

 

The exemption to this is if there is no exact match for the car in the emissions database (sometimes is the case with an import car).

In that situation it's a non-cat test, no requirement for a cat to be fitted, only on vehicles prior to August 1995

 

Helpfully the MOT manual is both online and easy to link to now, the flowchart of interest is below:

I'd like to see what the database says about carb cars with cats.....

They might just not be in the database, you'd have to check each car and engine config individually.

My 1994 Tahiti had it fitted from the factory (well it was 1993 - it wasn't registered until 2nd Jan 94)

My Mayfair was registered in 1995 with a carb and cat, it's the latest one I've seen so far.
