Engine Not Starting

Hi there I have a mini city 1000 that has had both the distributor and carb removed for rebuilding. When installing them again, I made sure I set the carb to the recommended base tune and recommended static distributor timing. After all that the engine still won’t run, I’ve checked and am getting spark, and fuel in the cylinders but no joy. Is there anything I’m missing?

Could the distgibutor be 90, 180 or 270 degrees out?
Chech the ignition timing again and make sure the cylinder which is firing is the one with both valves fully closed.

Thanks for replying, yeah I made sure I set it when cylinder 1 was at TDC in compression stroke. I’ve got it to the stage where it will choke and the starter motor will disengage but won’t keep running. Is this just a tuning isue?
