So for anyone out there that would like an answer to the original Q, the below info is purely for John Cooper Conversion plates for the SPi and comes from hunting through back issues of CooperWorld that I have and so courtesy of John Parnell the Rover Cooper registrar.  This is what I have pieced together:

 

From March '92 until March '95 conversion plates for SPi are denoted by the SI suffix to the conversion number (eg Conversion No. 0001-SI) and the whole conversion number was reverse-stamped.  When the area dialling code for Worthing changed from 0903 to 01903 in April '95 new plates for SPi conversions with the 01903 telephone code printed on them were only reverse-stamped with the letter S in the number field, leaving the actual conversion number to be hand-stamped at the point of issue.  It made no sense to order in large batches of pre-numbered reverse-stamped plates as this period lated just 18 months until Oct '96 with the introduction of the MPi.
