Good morning I have a 1991 rover cooper that I started to remove the inner wing as it was cracked and rotten. As I’ve got down to the floor pan I’ve found that this was rotten as I’ve started to investigate I’ve discovered that there seems to be a outer floor and a inner floor is this normal?. I’m totally confused as it’s not what I was expecting, I’m unsure how to proceeded now, please help! Thanks

Dodgy repair panel scab welded over the top of a rotten floor pan and covered in under seal. Classic mot repair. I fear you may be in for some more such surprises

It may be easier to look inside and see if you can work out where the dodgy panel ends and is attached( probably the cross member)

The floor inside the car is solid, there is no rust at all, seems really strange, it looks like it has a second skin all the way from the sill to the center. I’ve now cut out the rotten section underneath on the first skin and got back to good metal. The skin under this one that is the one you can see from in the car is completely rust free.

I would be very wary about that. Once you have removed all of the patches you will see what you actually have.

 

Post up some pictures of the floor including the crossmember and we shall see what you have.

maybe they put a double slin floor  i have heard of old rally cars doing that cant see why on aroad car tho

The inside floor will look great because it’s had an entire panel plonked on top of the old floor which is completely rotten.

Before you cut any deeper, maybe it would be wise to brace the shell?

Ok after further investigation, there is definitely two floor pans. There is an over sill welded to another floor pan. When I clean the wax oil off the outer floor pan it is painted the same colour as the car. Both floors are in good condition apart from the from corners of the outer skin which I’ve cut away (original floor corners are perfect)The original sills look in good shape as well(I’ve cut the over sill away a bit). Im really confused but as there all in good shape I’ll patch what I’ve cut out.

One of those floor pans needs to come off to do the job properly. Or your going to have a rott sandwich in short order

You really need to post up some pictures as at the moment we are all guessing as to what you actually have. And all because a floor pan looks good on one side does not mean the other side will be as good.
