Im not sure it is fraud as such, but some chancer thinking a logbook is worth that much to someone. I agree it not a good thing, as could be used fraudulently for sure.

Abit of a resource for people who come across a freshly rebuilt car at auction with suspiciously little historic paperwork.

If you look at the last page of the log book it already says:-
'Rebuilt - Assembled from parts some or all of which were not new' by DVLA under the 'special notes' section which can not be removed, so any buyers would know it will always be a 'bitsa' rebuild and valued as such.
With brand new Mk1 Bodyshells now available from Heritage any Mk1 log book will be worth money and as it is easy to spot a new Mk1 shell, i don't see a problem if a few more Mk1's get built around a V5 in a legal way for road or motorsport use. They will always be valued less than an original shell car but you still need £10-12k for the new shell to begin your totally rust free Mk1 project rebuild.......

Just for log book with incorrect information engine should be 848cc only cooper were 998cc in later mk1s early cooper were 997cc
