the line your on about is the panel join, you can clean them up and then use bodyfiller to make them smooth, before respraying, a word of warning, there is a possabitity that after you have done this, with vibration, the filler could come loose after time, leaving it worse.

as for the rust, it does seem that a lot of mini's rust in that same spot, after you have cleaned it up and resprayed it, don't forget to put some kind of underbody sealant on the inner wings, id tend to say that this is probably where the water is getting in first, then staying moist, and eating away at the metal.

the choice for filling the joints is up to you

I wouldn't expect that Minis rust in different spots in the U.K. than they do here. As Cowboy said, the joint at the scuttle is a place that will crack open and if filled improperly will collect more water. Scuttle/wing rust like what you're showing in the pictures doesn't just come from the top down... it also comes from the inside out. You may find when you start removing the paint around the seams that you've opened up a can of worms that you can either fix correctly with new metal or bodge with Bondo from the top. It's a question of how much money and time you want to spend. Fill and smooth that seam if you insist, but following a proper rust repair that joint should be filled with paintable seam sealer so it can flex.

I would use seam sealer in that joint but it's up to you. You said you wanted smooth looking seams and seam sealer will leave the little groove. Regardless of what you do you'll first need to pick out all the old sealer in the gap and if you're not replacing the panels you'll need to chemically treat the rust trapped there. All that bubbling rust you see on the top of the wing below the scuttle will need to be removed, scraped down to bare metal and filled as necessary. Anything less is a waste of your time and effort as it will come back in very short order.
