Stiffener For Inner Sill To Body Won’T Fit?

Thought I would finally get to put parts back onto the car. Nice easy job, wheel arch closer, stiffener to inner sill and storage bin.
The inner sill stiffener seems to long, I know it’s not as it came off the car.
I’ve put in new floor half, I’ve welder it along the door step. Should the inner sill stiffener have been fitted first? I can’t get the top of the stiffener to run along the top edge of the inner sill because it interferes with the end of the step / something under the B post.

The stiffener looks to long
It wont fit if stiffener is lined up with the top if the inner sill, it seems to interfere with the B Post
Should it be sandwiched between Inner Sill and the door step?
You can just make out the edge of the B post in this Pic (bottom right)
I had to take the top of the inner sill off to get it to fit into the heel board, I don't think this is the issue as the top of the inner sill is aligned to the top of the door step.
I've had a look through the various bible builds on here but can't find any pictures of this part of the car.
Any pics or advise

This is where the end of the stiffener fits in between the inner sill and the B post.
Is that the Stiffener I can see behind the torn inner sill?
How far into the step does that go ?

Its as long as the one in your picture and yes its what you see behind the inner sill. Don't forget it twists underneath as well.
