It comes with the gaitor banded on but also with 2 packets of grease, my question is are they already greased or do I need to take the gaitor off, grease em and then get new bands?

They maybe just give you grease for both side of drive shaft..

Just bought some and the same thing and one box actually had a spare boot and band also
I’m guessing it’s a packing issue at factory ?

Stick your finger or whatever down the open hole and see if their is any grease in there. I would've thought the grease was for packing the new cv joint. The banding joint is very easily removed and re-fitted without damaging it.
