Is this a particularly difficult thing to do - for a decent bodyshop?

When we do one back in the early 90s we drilled out each spot weld. Ground down the remains and cleaned up the mating surface. We then drilled loads of holes in the new skin and plug welded each one. Then ground each plug weld back where needed.

 

you could not really get home use spot welders then.
