Try turning the vent so it angles towards the bulkhead more

In your 4th picture you can see a “tab” at either side of the demister vent, holding the insulation in place, you could try securing a cable tie to them to pull the demister vent towards the bulkhead. I had to do this when I fitted a later heater with slightly larger demister tubing to an older model.

Is the dash and glovebox a genuine version or an aftermarket?

I have a walnut dash that was original but the glove box is the old cardboard type. The slope at the back is more pronounced than the plastic version you have and even with mine it is a snug fit up against the windscreen vent and pipe.

I got this image from ebay a while ago the glovebox looks slightly different to yours. Is that the problem?

dash is a new one , everything else including glove box has been swopped  over from old dash so nothing really has changed

Perhaps the new dash holds the glovebox in a slightly different position to the old one. Can you compare the two together?

Your pictures don't show the top dash rail.

Are you fitting the dash with that missing?

should the top rail go in first

Yes, the bolts are only accessible from underneath the top metal dash rail.
