if the heel board is sound ad will clean back to good steel i would leave it for me it was by far the worst panel i had to change with getting it lined up even with a subframe bolted to it the inner wings were a peice of cake even the bulkhead panel was easy by using the shock mounting holes in the bulkhead x member to locate to the inner wings and door pillars but the heelboard took loads of messing with to get it right  another thing i would say is  i started at the front and worked back your right with starting at the rear and going forward  thats how i would do it next time

As a matter of interest, what thickness of steel are you using for general patching/plating. 1mm or 1.2mm. Just so I can get some plate for the same purpose.

0.9-1mm for extenal panels  1.2-1.5 mm for toeboard heelboard  door posts ect is the norm i have got a set of full floors here made from 1.2 that  my good mate sorted for me and  ive just made full  inner cills from 1.2mm steel cant see a down side to using slightly thicker steel to be honest [not on outer panels]  on floors ect especially if you can press beat or swage strengthening ribs into them
