Spray a penetrating fluid let it soak get a blow lamp on the hub not the dowel and a pair of mole grips to twist it, in that order.

You can use a Dowel Puller if you have access to one.

If you want the Arm and not worried about the dowel, you can grease up the arm and weld an old bolt to the dowel. Often just the heat from welding is enough to loosen them.

Or you can Tap a Thread in the Dowel and screw in a bolt. Grip the Bolt in the vice and tap the Arm off.

Ha! the Rawl bolt is a good one,

If its not too stuck you can push in a bit of tight fitting hose and screw somthing into that to expand the hose to fit,

Just to let you all know sorted it. Had a mole grip round it and couldn’t get it. Heated it no joy. Then put it in a vice and knocked it out with a punch. Little things always give hassle don’t they.
Thanks for the replies everyone.
All the best
