Solenoid Or Starter Issue

Hey guys, I've just installed a rebuilt engine into my mini.

We were bumping it on the starter to get to TDC and then it gave up. I can hear a click when I press the button on the solenoid, but no movement on the starter as far as I can tell.

Would your gut instinct be solenoid, starter, or maybe poor earth? Definitely 12v to the live side of the solenoid and there is power to the starter side when the button is pressed but the lamp is less bright.

What voltage is across the battery? Any less than 12.2 and you'll have issues

As above sounds like a Flat ish battery
