Can my tyres stick out beyond the arches. I want to have just a chrome strip but the wheels would be too far out. What sort of issue does this cause? Do I have to put on wheel arches instead

Depends how far out they stick. If you can see tread then it would not pass the road compliance rules and neither the MOT.

Supposedly its against the law as it throws stones and other stuff up but i think its much more dangerous if the tyre hits you vs a wheel arch.

Far too much, you're asking to get pulled for that!
Shouldn't have any tread showing from above, can get away with a but cheeky but 20mm is too much.
