The car currently has 145/70 R12 69T. Doesn't seem like there are many replacement options. Is it OK to fit 165/60 R12?

Depends on the wheel - they'll not be ideal on the steel wheels, a little wide.
There are at least two option of 145/70R12 on Minispares

165/60r12 yoko a539. You’ll have no issues. Had them on my mini 30 12’’ rover minilites. (12*4.5j)

Same here, these run fine on the 12*4.5 rims with no clearance issues so long as your ride height and suspension is all standard.
