Trying to brighten up the engine bay.  The ECU looks pretty shabby and I wonder if I can paint it without compromising its function,

You can, I spilt one once removed the circuit board and got it powder coated. If you do that you just have to remember to re-instate the insulation strips on the inside so certain parts of the board don't earth against the inside of the case.

 

Or you could just clean and paint as normal.

I split it and sent it for vapour blasting, came back like new.

keep the earthing points clean on the outside too or expect some fun

I tried once to split it, but I couldn't split it without damaging the case.
Is there glue or something between the case and the lid?

There's a weather proof seal. I used a hot airgun.
