I can't comment on your timing chain.
But as a biker its very common to have a 'tight spot' on a chain.
its noticable when checking the chain slack [important on a bike]
there are tolerances allowed.
But I'd guess that if its that noticable on your timing that I'd replace it.
Plenty of folk here will give better advice than mine

If the the sprockets haven't been aligned properly, by adding or removing shims from the crankshaft then this can cause the chain to run tight.
