Does anyone know if the heater valve on the head is meant to let by a little bit when off?

Beware the quality of some replacement 'pattern part' heater valves is much worse than an original part with a slight weep or one that does not fully shut off!

Minispares version below looks good quality.

HEATER VALVE GENUINE MINISPARES ORIGINAL SHAPE

"Genuine Mini Spares heater valve. The original RANCO tooling has been scrappped so beware of some imports available where the inners quickly explode loosing the metal cap and all your water when operated. This has M4 metric thread bolt included for the cable screw instead of the 11/31"unc thread original."

Try pulling it fully open when the engine is at working temperature and then pushing it shut. Mine is much easier to operate when the system is hot.

If that fails try closing it from the plumbing end while an assistant works it from the inside.
