One of my headlights, Wipac Quadoptic, has a cloudy coating on the inside of the glass lens. The reflector is unaffected. The other headlight is fine.

Has anyone got any suggestions on how to clean it as the only access holes are for the headlight bulb and sidelight bulb. Is it even possible?

Possible & done it more than once.

Strip the headlight.

Use warm water, a sprinkle of washing powder, a small piece of lint free cloth, & a long plastic cable tie to swish the cloth about (it's flexible & you can get into all the crevices!).

Just make sure you remove ALL the moisture when it's clean or you will end up with a water marks & a rusty reflector.

I’ve used my valve lapping stick with a bit of cloth over the end, dosed in a good amount of “Mr Sheen”, again through the bulb hole. Works well and not had to redo them.
