Slacken it of and twist it round a bit so it doesn't touch the panel.
Stupid question but doesn't it need to be fully tight as it's holding the front panel to the subframe?

It looks like there's a lock nut on the thread. Try loosening it, turn the towing eye then re-tighten the lock nut, worth a try.

Yes.
Slacken it off, turn it, tighten it back up.
