Put horn back on as part of rebuild all working fine but looked a bit scruffy, so gave it a quick coat of primer and paint now won’t work, I’ve cleaned all terminals and have good power and earth

Have I put too much paint on and stopped it working

Try percussive maintenance: while applying power to the horn, smack it sharply, repeatedly, with a hide mallet. I've brought several back from the dead that way.

What has probably happened is paint has got in and gummed up the diaphragm and it is not vibrating now. It depends how much paint has got in there, can you pull it apart to clean it up internally?
