My 998 with Hif carb is slow to pickup at first then picks up its skirts and goes well. The plugs are sooty round the outside but brown on the electrode so I don't really want to go any richer across the board. I have put a thicker (20/50) oil in the dashpot as I understand this will richen the initial charge? Any other suggestions?

Thicker oil will slow the needle lift down ... so rather than richen it will weaken it. But if you plugs are sooty that might be what you need.

Take the 20w/50 out of the dash pot and put 3 in 1 oil or ATF in. Both are supposed to be SAE 20.

My understanding was that the piston rising mainly lets more air through and the damper, by limiting the rise richens it, acting in the same way as an accelerator pump on say dellortos.

Heavier oil slower piston rise but it slightly richens the mix
