Mpi Won't Start

For 1 year I had my mini MPI stopped, with Covid theme I decided to carry out a restoration.
Right now I have a small problem.
When I turn the key the motor turns well but does not start.
I don't have 12v in the fuel pump or the spark plugs.

I saw continuities of the cables and ok.

I already connected the original Rover diagnostic machine and I cannot communicate with any ECU, IMMOBILIZER and AIRBAG control unit.

Regarding the immobilizer I think it is working because it turns on and off and if it is left on the engine does not turn and triggers the alarm.

Everything indicates that it is ECU.
Has anyone had a problem like this
I need help...

There are 2 black relays on the bulkhead, As you stand at the front of the car - look to the bulkhead - and a little to the right - and you should see them. They sit next to each other.

 

If you press the tops on them with the ignition in the on position- this should switch them back on if they have tripped off

 

Just a pointer to try and an idea for the pot

First things first.

With respect he fuel cut off switch referred to above only impacts the fuel pump circuit and does not switch out the ignition.

You say you have no spark.

Please check this again by pulling a spark plug out, reconnecting its high tension wire, earthing the metallic plug base and watch for spark as someone cranks the engine for you.

I apologize if this is basic to you but you mentioned that you tested the plugs for 12V so just making sure. 

If you have no spark and no fuel pump response you'll need to check the power supply to the ECU.

Directly behind the ECU in the engine bay there is a fuse box.

Check you have volts both sides of the 30 amp fuses.

There should be 3 of them.

Not sure which one is which but just test them all.

One of them powers the main relay which activates the ECU and the fuel pump relay.

If volts appear you will need to test for volts on pin 22 of the MEMS ecu plug.

If volts appear both sides go to the cabin fuse box and test fuse A4 for volts.

This fuse is an ignition sense wire that tells the ecu to prime the fuel pump and wait for instructions from the crank angle sensor.

It also supplies volts to the fuel pump relay which in turn needs the ecu to earth a black/ purple wire to switch in the fuel pump circuit.

With the ignition on you should also get volts on pin pin 33 of the ecu plug.

If all checks out try and clean the terminals connecting these plugs.
