Respray problem

I've just started to respray my mini but I have a problem. I have started by spraying primer over the existing paint which has been wet and dry sanded to get a key and then panel wiped. However, on applying the primer I can see that in areas there are still small white dots (the original colour) where the primer has not adhered properly and sometimes this can be seen as long white rods. It looks like germs/amoebas in a petri dish surrounded by a grey dye :'(
I guess it's something simple perhaps I'm not leaving the panel wipe long enough to evaporate but the surface seems pretty dry to me -so any other ideas?

you might find you have missed a couple of tiny areas when wet sanding, so there is still some glossy paint in some areas, rub the primer back and try flatting that area back again, then degrease thoroughly, and then try respraying...

Strangely enough, I've just primered the roof and it's gone on very well with exactly the same preparation.
Though when I think about it I probably spent a tad more time sanding the roof than any other area. As suggested, if I flat down the problem areas again and respray it then hopefully the problem might be cured. Although now I come to think, there is an area in the boot which got a lot less attention and its gone fine.
I'll try to post a pic if I can.

it could also apart from the above suggestions be too much thinners in the primer.

I got a wonderful finish on the roof not bad for a complete novice
By the way, what is 'scotching'

Thanks for all the replies - I've taken note of all your inputs, I think the problem was that the primer to thinners ratio was too weak a mix.
Though I have gone over again the areas to spray.
I got a wonderful finish on the roof not bad for a complete novice
By the way, what is 'scotching'

Also when you flat the paint down wet , use a de-greaser in the water as this cleans as you flat down (we use washing -up liquid )
does it matter which sort ?
or is fairy the best with longer lasting bubbles
