Almost certainly not. Here in the USA, running any color of light up front except amber or white can get you a ticket for impersonating a police officer - blue, red and other colors are reserved for emergency vehicles here, and I assume it's the same in the UK and in Europe. In the rear, generally red is the only color you can run, with a white rear plate lamp.
I'd just Google a term like "UK automobile lighting laws" or something similar and I bet someone has compiled a list of all the relevant passages - in the US, people have lists and lists, broken down by State - not sure how it's differentiated over there.
Of course, you can always run the angel eyes only at car shows.
I have angel eyes driving lamps on my 2006 cabrio and I LOVE them - running white LED angel eyes is totally legal. I'll be adding these to my '92 Mini as soon as I have the funds, and I'll be hand-crafting a set of add-on rings for my driving lamps as well.

Blue Halo's are not road legal, they have to be either white or amber
I'm gona call into my local MOT tester place and ask them about the legality of the indicators in the headlights using the Minitrailers orange LED ones

can you buy the standard elliptical mini head light and fit h4 bulbs in as the new h4 replacements are all flat....... (if you get me)

too blue is illegal but ur unlikely to get pulled for it. theyr more likely to just use it against you if your doing something else wrong and tally the offences.
like if you have blue led's that flash. not a good idea!
spoke to a traffic officer today (he came in my shop for some bits for his car) he said as long as you dont have flashing blue lights, and dont go silly like blue neons all over your car etc he wouldnt bother pulling you over.
though personally if you have blue lights on your car just be careful. you never know if a policeman is having a bad day or not.

Not to mention true HID headlights cost a bomb!
not really, you can pick a half decent set up new for about £100 in H4 fitment
only thing with fitting HId's is the initial current the ballasts need to power the lights, would probably be too much current for the standard mini harness to take
