Leaning out on HIF38

I ran the car today for about 20 minutes, different throttle positions, revved it a bit, drove calmly etc. Just before the end I revved it up to about 5-6k i'm guessing (no tach) in 1st, shifted into 2nd, revved the same, then I had to turn so I put in neutral and braked, and the engine shut off...

When parked, i revved it quite a bit and let go off the throttle and it stuttered a bit (almost dying). On smooth throttle release it doesn't die and idles forever.

Anyway, I killed the engine and checked the plugs. COVERED IN BLACK SOOT.

So I need to lean out the mixture.

I got a HIF38 carb (adjusting screw facing towards bulkhead on driver's side.)

Could anyone tell me if its turn out to lean or turn in to lean?
