Yes having looked into this today it is more complex than I thought for the pre-'73 registrations. There's a few different aspects to it and it's tricky to sum up because there were several different allowed plate constructions back then, one of which was 'an uninterrupted area of bodywork which must be flat or nearly flat' which would cover stick on plates. While the front of the bonnet of an E-type is nearly flat however you can't really say the same for a Mini bonnet. So while it's not definitely illegal I wouldn't say it was a clear cut ruling for either case.
For later cars though it remains very illegal.
