Weird coloured patch on crankshaft

hey all
I found this weird rusty-coloured patch on one of my crankshaft weights, what the hell is it? is it meant to be there? The engine had been standing for a couple of months before i rebuilt it, but its not flaky like rust so i'm scratching my head!

looks like it's been ground ? possibly during a balancing operation ???

but other than that, never seen owt like it.

Lots of cranks have the orange paint on, it's some kind of factory marking but what it actually means I have no idea. It may just mean that it's a good useable crank.
