To convert from 12" to 10" wheels, would THIS do well? Are they good quality, or is there a better option for under £350?

At £305.50, that seems like a good deal. You'd pay £200 for a good second hand 7.5" setup.
I have never had a problem using minispares manufactured stuff.

Of course they're good quality, they're genuine parts!
There are other options if you already have disc brakes. This kit is giving you Cooper S brakes with Cooper S discs and flanges, but you already have discs and flanges so all you need is slightly smaller discs and some callipers to fit them. Look at KAD stuff, they can give you some 8.4" discs machined down to 7.9" and some 7.9" callipers to suit.
