They are gonna weld your engine block up?
Ask them how it got there what made it? Then ask them if prop wash might clean it up. Honestly though ask them to show you where and what the problem is.

I think someones taking you for a ride, big time....
Ask them to show you the Leak ( may be the exhaust ? )
I hate to think how much you got charged for doing a fan bet, but the last one I did was ten minutes at the side of the road, it is literally undo a couple of bolts to loosen the alternator, feed the new belt round the fan, and tension back up.

its been leaking water from the engine for sometime
can be fixed with radwel

Radweld should only be used as a temporary mesure to get you home!!
Could be something simple, looose jubilee clip on a pipe? i hate to think if they are going to weld up a crack in a water ways or something!!

Last time I checked it is hard if not impossible to weld a cast iron block. Due to the fact that weld will not stick on it. It will just fall off again. Unless you have an aluminium block which could be welded, but should be done by a proffesional.
But water leaking out of the engine doesn't sound good anyways.

Only time i've seen a block leaking it had a conrod sticking out of it. IF it's cracked it's scrap you can weld cast with the proper rods using stick or Tig but I really wouldn't bother, check all the pipes and the head gasket.
