how come the engine loses power between 2200 and 2400 rpm is this turbo lag or does it need seting up ?

Ent that the car that was in mini magazine or something? I was thinking about spraying my car in a similar paint scheme as that. Looks well trick when enough laquers applied on top of it. Whats it like to drive off the line? Bet it takes up a few lanes with some tourque steer!
