Ha ha its a mix of the 2 stories.
I understand how they got the minis using a car mod, but I have no idea how they were driving 3 cars at the same time.

I think that they programmed a cut scene, like you see when you go for a job, and just ran the whole film in the cut scene.
I'm sure that there is a tool out there that lets you build cut scenes from plotted coordinates.
and in that you can tell which car you want to follow them, i'm not sure how they got the correct colours in though.
I wish that I could do that
edit: after reading the comments on the video it turns out that they used a multiplayer modification over the 'net and drove all of the cars individually

There are a couple of multiplayer mods for GTA:SA, I've been playing SA:MP (San Andreas MultiPlayer) for a few years but the far better one now is MTA:DM (Multi Theft Auto: Death Match).

Yeah Mutli theft auto was ace on VIce city.
