The scuttle is not the easiest panel in the world to replace as it does require the A's and the wings to be removed as well, so is not exatly attractive to ringing. but if the section where the vin is etched is ground/replaced etc then it is going to raise suspisions...

I think your only changing the structure in a small % so wouldn't be a problem.

But is your chassis number affected on the scuttle panel?

If your flip fronting, the area of the scuttle where the vin is etched should be unaffected, unless your removing the raing channel, but you'll end up with a wet engine when it rains.

I did a lot of accident cases at my work, and at least here in Holland. They don't even look at the VIN number. They just write it down from the papers. Maybe they should in theory but in practice I have never seen them do it. I think the assume it is correct as it needs to be checked for MOT every year.

If you had to change the scuttle I would suggest keeping all the papers relating to the new panels and work, at least for a few years. Of course if you do just change the scuttle then you aren't changing the identity of the shell so it is perfectly legal (and in fact I think it's a technical requirement) to stamp the original number into the gutter.
