Does anyone know the eastiest way to remove a bottom dash rail without damaging it?

Push off the bright trim along the top (if fitted, it's not there if your car was originally made with a flat dashboard), this will probably be destroyed. Remove all the clips along the top and bottom edges. Drop the heater then unscrew and pull out the main switch panel. Take off the other switch panel if there is one. Warm the vinyl a little with a hairdryer (don't start a fire...) and carefully unwrap the top and bottom edges. Then just hope it doesn't tear as you pull it off. There's not a lot else you can do. Anything you could apply that will disolve the glue will also tend to disolve the vinyl and foam.
It's not the end of the world if you do damage it, last time I bought a new one they were only £45.00. That was a while ago though so check that they are still available and how much they cost now before you take that as gospel.

once its all unclipped etc, just pull on it to get it over the switch panel. Will take some force but it should work.
