No, the dim/dip relay shouldn't buzz. You could try pulling it out, which should leave the sidelights/dash illum still working - and main beam, but no dipped beam. It could be a fault elsewhere making it buzz & not the relay itself.

Minispares stock them but they're common to similar aged Rovers, LDV's & Landrovers so scrappers & Ebay may come up trumps.

The dim/dip relay will also buzz sometimes if the indictors short out? do they share a commen earth point?

Is the earth point for the dash panel the black wires located on the left of the engine bay next to the servo and tower mount?

The relay will buzz if there's not enough current to keep the contacts closed. I'm not sure on the exact internal circuitry, but it's operated by the light switch. A Poor earth is definitely a possibility, it could create a loop to put +ve voltage on both sides of the relay and the indicator flasher is resistance sensitive so it would play up too. I'm not sure on the dash earth but suspect it's via the multi connector so could easily screw to the bulkhead.
