When I cut away the metal under my arches to allow for 13s what is the best tool for the job? And what is the best method for bending the metal to form a lip once you've done it?

I'd use an electric jigsaw and i think this is the way you are sposed to do it. I seem to remember seeing some templates showing where to cut somewhere. I think you make the lip with a hammer and dolly but i think if i was doing it i might try using a pair of molegrips or pliers or something since the panel would distort pretty easily when you've cut the old lip off.

Please use a hammer and dolly ! as using some old mole grips will leave the edge of the wing looking battred distorted and lumpy . you can buy a cheap panel beating set off the market for about a tenner (3 dollys and 2 hammers)
Take off the wheel , mark off the lip on the outside of the wing (after cutting off the desired amount), place the dolly on the wing above the line ,strike the wing edge from under the wheel arch ,fold the lip over only a couple of degrees and move along the line , when you get to the other end go back to the begining and bend it over a couple more degrees , it will take about 5 or 6 runs along to get a tidy edge but will be worth the effort .
