Would LED strips like these be legal to use instead of the standard bulky unit?

I believe the rules are that lights have to be emarked. I wouldn't think you would pass sva without. I got my kit car through SVA in 1998. Might be wrong but I think it's IVA now.

Reverse lamps, not many rules really.  No more than 2 lamps, fitted pointing to the rear.   White, controlled by the transmission or fitted with a dash board tell-tale it not, and E or kite marked.  Reverse lamps are optional and not legally required.

Fog lamps, one required, not more than one additional optional lamp may be fitted (so maximum of 2).  Fitted on the centre line or to the off side if only 1 is fitted, if 2 fitted they must be mounted as a symmetrical pair.  Higher than 25cm above ground, lower than 1m.  No less than 10cm between the edges of the lit portions of the lenses of the fog and brake lamps when viewed from behind.  At least 1 fog visible from 25 degrees each side of centre and 5 degrees up and down from horizontal when viewed from behind.  Aimed to the rear, red colour when lit, E or kite marked and with a tell tale.  Electrically connected so that it cannot remain on after any of the head or sidelights or ignition are switched off so that it can't be left on by accident.  The easiest way to do that is to buy a fog lamp controller such as the Pektron unit used in very late MPi Minis or the units now available from kit car suppliers.
