This might seem a daft question but is there a minimum age at which you can get insurance?
My son is 14 and the registered keeper of his '79 project.
My thinking (probably optimistically!) is that if he could insure the car now, on a zero miles basis (TP or TPF&T) he could potentially earn NCB in the run up to being 17 which would have a big impact on his premium when he's finally allowed on the road in 3 years time.
Any thoughts/experience?

No, had a friend who looked into it for his 16.5 year old son, he only wanted it to insure a car for storage (fire and theft etc) as he had bought it in readiness for passing his test at 17. Could not find an insurance company who would cover him.

Experience - Yes. Friends of mine tried every insurance company and all said without a UK license they are unable to provide cover as they needed to verify it before issuing a certificate.
