Definitely not legal. If the car has been scrapped then the logbook must be surrendered.

Even the black and silver plate is illegal for that year !
Once a car becomes tax exempt I believe it is now legal to have black and silver plates if you so desire....as the rules were apparently changed recently when it became a rolling 40 year exemption.
