I have this Speedwell CH40 12G295 cylinder head. The head looks in good condition apart from around the edges. Chip on the bottom block side and some other wear around the edges.

my question  - is this good enough for recondition or will the chip and other defects have too much of an affect?

That chip wont impact anything.

To me it looks like its had a decent skim already, probably to use the a 998 on standard pistons.  Have a look at what total depth the head should be (Google or Vizzards book) and you will get an indication of how much has been taken off, we used to do anything from 90 to 120 thou  (2.5 to 3.0 mm max).

So if you do reface it get it done very lightly.

The steel inlet for the bypass hose screws in, so that should be fixable if it's badly rusted.

The exhaust seats look like the originals ...big debate if you go for lead free inserts, I did on my last 12G295.
