Mini Rear Drums?

Hi all, I have a Mini Sprite 998cc 1983 and i am trying to recondition the brakes ready for being used on the road. I first completely cleaned the rear left and put it all back togethor. After sorting a radius arm wobble I tested it how well it works, when having it on the handbrake there is no movement at all. When pushing the brake pedal to the floor the wheel dosen't lock and can be spun, is this right? are the rears meant to lock?

Never got an answer to this one myself, mines a 1984 and fronts lock but backs you can still turn but it takes some effort.

If you mean it takes no effort then thats not right, check your wheel cylinder hasn't seized, bro in law just had that one side not working it was a seized cylinder.

Also have you adjusted the shoes, turn adjuster until wheel locks then back off a quarter turn, it may be the way you worded it but you don't really mean pedal goes to the floor do you ??

Ah, must be the way I worded it, no no way near the floor. I will try the fronts tomorrow if I can't get them to lock, something is seriously wrong! I will try what you have suggested thanks! :(
