Snap off is basically a different type of steering wheel boss that allows easy removal of the steering wheel, same as what you see in F1 cars (though slightly different design).
I don't think any steering wheel will fit, no.

Surley a particlar brand of steering fits the snap off boss.? lol otherwise they wont sell it? They sell it at minispares, id have a look if i can find it

Well yes, some steering wheels will fit on it lol, that's not what he means 
I think all the snap off ones I've seen have been for Mountney M range and some other types of wheel? Not for Moto-Litas anyhow.
